The Second National AIDS Control Programme (NACP II), managed by Government of India (GoI) National AIDS Control Organisation (NACO), began in 1999 and has been extended to March 2007. NACP II has five components:
interventions for high-risk communities
prevention amongst the general population
low cost care and support
strengthening capacity, and
inter-sectoral collaboration.
The goal of DFID support to NACP II is to reduce the spread of HIV infection and its impact on poverty in India. More details on the programme may be viewed at the website, http://www.naco.nic.in . It is still difficult for young people to receive information relating to sexuality due to taboos that remain strong in India. It is thought that this is contributing to an increase in HIV prevalence among young people. The Objective of this assignment is to establish a "youth-friendly" communications strategy and model that enables and motivates young people to seek information relating to sexuality and information on HIV/STI prevention methods and strategies. The expected Outputs are a) Evidence-based research b) Innovative operational strategies for BCC and advocacy targeting youth and c) Operational models that are replicable and flexible in order to reflect significant cultural differences that exist in India. The consultant would be required to cover at least 2 Indian states under this assignment, one of which should be high prevalence state.

Prices are not required at Expression of Interest stage, however when required prices must be quoted in Indian Rupees (GBP for non-Indian bidders) and all payments under the contract will be made in Indian Rupees (GBP for non-Indian bidders). Expressions of Interest may be submitted electronically to the e-mail address at section 1 and must include a duly completed Application Form . The expression of interest must also include a Capability Statement of no more than four A4 pages showing evidence of relevant skills and experience (shown on the Application Form). Abridged CVs of key personnel of no more than two pages in length should also be included. These CVs can be submitted in addition to the four pages Capability Statement. Expressions of interest should only be sent to the address at section 1, and prospective bidders should not approach any other DFID employee directly. Following assessment of expression of interest, DFID will invite short listed applicants to submit full technical and commercial proposals. The contract duration is 12 months. Subject to proven need and satisfactory performance a possible extension of up to 12 months may be considered. DFID reserves the right to annul the tendering process and not award a contract. From 1 April 2001 all UK development assistance has been fully untied which allows suppliers from anywhere in the world to bid for DFID contracts. DFID will not reply to any Expressions of Interest unless short-listed for Invitation to Tender. Suppliers should check the DFID website for details of short-listed suppliers.
