Twenty-five years after the first reports of AIDS, the magnitude of the epidemic demands increased accountability on the part of all stakeholders. With this in mind, the Conference theme of "Time to Deliver" emphasizes that while research to expand and improve our understanding of HIV is ongoing, the scientific knowledge and tools to prevent new infections and prolong life already exist.
