Training/ workshop details BACKGROUND
Young people between 10 and 24 years of age form nearly one-third of the population in most countries of South Asia. They are at the center of HIV/AIDS epidemic in terms of transmission, vulnerability and impact. Recent epidemiological data indicate that almost one-fourth of the persons living with HIV are under 25 years of age. Further, of all the new sexually transmitted infections, about 60 percent occur among young people between 15 and 24 years of age. Teenage pregnancies and abortion are other key reproductive health problems in the region. Large gaps in knowledge, understanding and in access to HIV/AIDS and sexual and reproductive health (SRH) information and services have been identified as major factors for vulnerability of young people to these risks.

Responding to these concerns, the South Asian Association for Regional Corporation (SAARC) regional strategy and work plan on HIV and AIDS (2006-2010) has emphasized the need for increasing access to youth friendly services for prevention, care and support. Millennium Development Goals also called for halting the spread and begin to reverse the spread of HIV by the year 2015. In this context, it has given high importance to programme related to creation of knowledge and maintenance of services among young people including adolescents. To achieve these goals, there is a need to build capabilities of programme managers at district and state levels to scale up HIV/AIDS and SRH programming. Moreover, young people are a very heterogeneous group with differing needs. The programming should also take into account the diverse vulnerabilities and risks in different sub-populations.

This innovative capacity development programme has been designed to respond to these demands and needs.

LEARNING OBJECTIVES

The broad objective of this programme is to strengthen management capabilities for programming for HIV/AIDS and reproductive health of young people including adolescents. This course will impart state-of-the-art knowledge and skills to the participants for designing and delivering efficient, equitable and financially sustainable HIV/AIDS and SRH interventions for young people including adolescents.

By the end of this course participants will be able:
 To identify and prioritize HIV/AIDS and SRH issues, concerns and vulnerabilities within their regions and countries.

 To design operational plans for addressing the HIV/AIDS and SRH needs of young people including adolescents, in their regions and countries.

 To develop programme management skills for implementing evidence- based strategies, monitoring and evaluation of the programme.

COURSE CONTENTS
The course will focus on the following three thematic clusters through presentations, reading material, case studies, group work and field visit:

I. Technical Cluster: It will include evidence-based strategies and components of HIV/AIDS and SRH programming for young people and adolescents. The focus will be on:

 Regional and country situation, vulnerabilities and concerns.
 Global and regional policies and evidence-based strategies for HIV/AIDS and SRH programming for young people including adolescents.
 Framework for HIV/AIDS and SRH planning

II. Programming: This cluster will focus on programme planning, with a particular focus on:
• Steps in an operational plan, planning cycle
 Situation and gap analysis, prioritization of interventions
 Mapping Adolescents Programming and Measurement (MAPM): District planning tools
 Resource planning: Stock taking of resources-human, financial and material, and mobilization of resources
 Planning for Strategic Communication: Advocacy and social mobilization for demand generation, creating an enabling environment and support mobilization
 Planning for Linkages and Partnerships: Concept, need, scope, principles, specific/unique characteristics and action plan
 Capacity Building: Need assessment- for whom and for what; planning for trainings using existing training programme and resources, addressing specific and local training needs (module development, programming); monitoring and follow-up of trainings
 Monitoring and evaluation: Identifying indicators and sources of data, generation of additional data, use of MAPM, processes of monitoring and feedback.

III. Effective Management: This will cover:
 Partnership and stakeholder management, inter sectoral collaboration and youth participation
 Creating demand for services
 Integrated supportive supervision
 Organization of youth friendly health services (add on/ modification/ with no budget implication)
 Creating enabling environment with in the organization-motivation of staff, human resource management
 Manage financial needs/resources
 Medicines and supply management

PARTICIPANTS
The course is designed to build capacity of senior and middle level programme managers in government, private and NGO sectors responsible for HIV/AIDS, sexual and reproductive health programming for young people including adolescents. These would include project directors, programme/project managers, policy-makers, team leaders and service providers at district and state levels (from health, education, youth affairs and other departments/organisations). The number of participants will be restricted to 25.
DURATION & VENUE
The two-week training programme will be held at the Institute of Health Management Research at Jaipur, India from 5-16 May, 2008. Board and lodging arrangements will be made at the guest house on the institute campus.
ABOUT JAIPUR CITY
Jaipur, known as the Pink City of India, is the capital of Rajasthan. It is famous for its colourful culture, forts, palaces, semi-precious stones, miniature, handicrafts, clothes and silver jewellery. It has places of tourist attraction like Hawa Mahal, Jantar Mantar, City Palace, Central Museum, Amer, Nahargarh, Jaigrah forts. During the month of May the weather is mild with the temperature running between 25 to 35 degree Celsius
COURSE FEE & SCHOLARSHIP
The course fee is Rs. 30,000 (Indian participants) or US $ 1000 (international participants). It covers charges for tuition, board and lodging, course materials and field visit. It does not cover travel expenses.
