JOB DESCRIPTION
Clinic Cafe Timor (CCT), a rural cooperative/community based primary
health service is seeking a qualified adviser to continue the
implementation of an innovative village based maternal and child
health program and to develop and implement a family planning
program. The contracted position is for 12 months full time
commencing 31 March 2008.
Clinic Cafe Timor is the primary health service of Cooperativa Cafe
Timor, the East Timorese organic coffee farmers cooperative. CCT
commence operation in 1999 and is a significant contributor to the
rural health system of East Timor with 11 fixed health clinics and 4
mobile team treating 200,000 persons annually. CCT is an East
Timorese organization, owned by the 20,000 families of the coffee
cooperative. It is independent of government and funded from the
returns of coffee exports, ongoing USAID grants and donations. With
the support of East Timorese Ministry of Health and USAID grants, CCT
treats all members of the community free of charge.
CCT has secured monies from MILK (Mainly I Love Kids), a Singapore
base children's charity (See http://www.milk.org.sg ) and USAID to
implement a clinic and village based Maternal and Child Health and
Family Planning programs to 5 rural districts. The MCH program has
been operating for 18 months and is now implementing innovative
village based MCH activities that will improve MCH outcomes by
increasing community awareness and demand for currently available
primary care services.
The MCH program is based on training locally recruited community facilitators to work at village level with "at-
risk" mothers and children and the general community. The position
will also be responsible for the development and implementation of a
new integrated family planning program both at clinic and village
level. The program will need to develop in-house resources and
utilize content and techniques developed by the East Timorese
Ministry of Health and affiliated non-government organizations.
The position is advisory and will work directly with an East Timorese
program coordinator and staff with key purposes of developing the
program content, driving implementation and transferring skills to
program staff.
The position will need to actively coordinate and
network with appropriate East Timor Ministry of Health personnel and
non –government organizations. Both the MCH and Family Planning
programs will be expected to be fully implemented and integrated into
ongoing CCT operations by the end of the 12 month tenure.
SALARY AND CONDITIONS
$65,000 USD gross annual salary – 3 bedroom furnished apartment in
secure compound with 24 hr generator power – annual return airfare
for contractee to port of employment – medical evacuation insurance -
after hours access to motor vehicle
KEY RESPONSIBILITIES
Capacity Building:
Work full time with the East Timorese program coordinator and staff
Identify skills and knowledge needs required by the program and
develop and deliver related activities.
Program Design and Development:
Continue to develop and implement the village based MCH activities
Work with program coordinator and staff to develop and document a
practical model and techniques to deliver a competent clinical and
village based family planning program
Identify content requirements that may be specific for CCT
associated communities
Develop ongoing effective relationship with the East Timorese
Ministry of Health and associated agencies
Develop quality systems to monitor and evaluate the program
including practical data collection and staff performance evaluations
Develop and deliver internal or external coordinated training and
skills development activities for program staff
Assist in the consultation with community and district
organizations for program content and models of community access
Research and adapt successful techniques from experiences in
similar situations in rural communities
Program Management:
Use a project management approach to achieve program goals and
develop a practical implementation schedule
Work with coordinator and program staff to implement the program
within determined time frames
Responsible for reporting progress to the CCT management team
Assist in determining the skill/knowledge requirements and in the
recruitment of program staff
Assist MCH coordinator in managing HR issues within the program
Responsible for allocating, monitoring and reporting on the
program's budget
Donor Relations:
Produce required narrative and budget reports to the donor
organization
Act as a contact point for and deal with donor enquires, concerns
and visits
Develop further project proposals that may enhance the MCH and FP
program
Coordination:
Actively develop and consolidate a close working relationship with
the relevant sections of the East Timorese Ministry of Health and
agencies
Develop and maintain effective relationships with the other section
of CCT and the larger Cooperativa Cafe Timor organization.
Act as spokesperson and advocate for the MCH and FP programs within
CCT and with external organizations as required
SKILLS AND COMPETENCES
3 years experience in managing health or education community based
interventions with 1 year operating in a developing country or cross
culture environment – essential
Experience in Maternal and Child Health and/or Family Planning
services - desirable
Experience operating in rural / remote environment – highly
desirable
Proven experience in the design and implementation of community
based health or education interventions – highly desirable
Relevant tertiary health or education qualification – essential
Masters qualification in public health, community development,
education - desirable
Fluency in English is essential - competency in Tetun / Bahasia
Indonesia / Malay is highly desirable
Highly developed report writing skills and competency with computer
based word processing and spreadsheet software - essential
Excellent communication, team building and capacity building
skills – essential
Willingness to travel and spend extended stays in rural/ remote
